The 2027 elections in Nigeria are facing an early test of electoral transparency following the omission of several governorship candidates from the final lists published by the Independent National Electoral Commission (INEC), triggering protests, party consultations and threats of legal action.

The controversy has raised questions about the accuracy of the published candidates’ register, the handling of party nominations and the need for timely clarification before the electoral process advances. While some affected politicians believe their exclusion resulted from administrative errors, other cases are complicated by disputes over party membership requirements and competing claims to nomination tickets.

INEC released its final lists of governorship candidates in 28 states and House of Assembly candidates across the 36 states on Saturday, ahead of the 2027 elections. The development followed the earlier publication of candidates for the presidential and National Assembly elections scheduled for January 16, 2027, while governorship and state assembly elections are scheduled for February 6, 2027.

PDP, NDC, ADC, SDP among affected parties

The Peoples Democratic Party (PDP), Nigeria Democratic Congress (NDC), African Democratic Congress (ADC) and Social Democratic Party (SDP) are among the political platforms reporting omissions or raising concerns about the published lists.

In Ogun State, PDP governorship candidate Oladipupo Adebutu said his absence from the list should not be interpreted as the end of his governorship ambition. He maintained that he fulfilled the necessary membership and documentation requirements and said the party would pursue the matter through the appropriate channels.

The PDP has also raised concerns about omissions affecting its candidates in Oyo and Gombe states. The party said it had begun engaging INEC to resolve the issues in accordance with electoral laws and guidelines.

In Kano State, the NDC attributed the absence of its governorship candidate, Aminu Abdulsalam Gwarzo, and his running mate, Mustapha Rabi’u Kwankwaso, to an alleged error in the submission or entry of their details. The party expressed confidence that the matter could be resolved through engagement with the commission.

Court disputes complicate some exclusions

Not all omissions can automatically be classified as technical mistakes. Some cases involve disputes over party primaries, candidate eligibility and compliance with statutory membership requirements.

The exclusion of former Minister of Communications and Digital Economy, Professor Isa Ali Pantami, from the Gombe governorship list, alongside Adebutu’s omission in Ogun, has drawn particular attention.

According to reports, the exclusions followed a Supreme Court judgment restoring provisions of the Electoral Act 2026 concerning party membership registers and eligibility to participate in party primaries. The provisions restrict participation in primaries to party members whose names appear on membership registers submitted to INEC within the prescribed period.

However, the commission’s published documents did not provide individual explanations for every exclusion, making it important to distinguish cases involving eligibility disputes from those parties describe as administrative errors.

Bauchi omissions raise further questions

The controversy extends beyond the states where individual candidates have protested their exclusion.

In Bauchi State, INEC’s published governorship list omitted candidates from four political parties: the SDP, New Nigeria Peoples Party (NNPP), Action Alliance (AA) and Accord Party.

The omissions have left questions about the status of the affected parties’ nominations, with the commission yet to provide a detailed explanation in the report available at the time of publication.

The situation illustrates why clear communication from the electoral umpire is important whenever a published list differs from the nominations political parties say they submitted.

INEC faces pressure to clarify the discrepancies

For the affected parties, the immediate priority is to establish whether the omissions resulted from data-entry problems, incomplete submissions, eligibility concerns or unresolved legal disputes.

A transparent response from INEC would help candidates understand the basis of their exclusion and determine the appropriate administrative or judicial steps available to them. It would also help prevent speculation from deepening mistrust among party members and supporters.

The commission must equally ensure that any correction or clarification complies with the applicable electoral law, nomination deadlines and relevant court decisions. Where a dispute is before a court, its resolution must respect the judicial process rather than assume that a candidate can be added simply because a party demands it.

What the controversy means for the 2027 elections

The dispute over the candidates’ lists is emerging as an important early issue in preparations for the 2027 polls. Although the publication of the lists represents a key step in the electoral timetable, the concerns raised by political parties demonstrate the importance of accurate records, clear nomination procedures and accessible channels for resolving complaints.

For voters, the central issue is whether the electoral process will provide clarity about who has been duly nominated and is legally eligible to contest. For candidates and political parties, the challenge is to establish their claims through the procedures provided by law.

As discussions between affected parties and INEC continue, the handling of the omissions will be closely watched as an indication of how effectively electoral disputes can be addressed before election day.

The ultimate test will be whether the commission provides timely, consistent and legally grounded explanations that distinguish genuine administrative errors from exclusions arising from eligibility requirements or unresolved nomination disputes.
