Senate, House Begin Harmonisation of State Police Bill to Advance Nigeria’s Security Reform

Nigeria’s National Assembly has taken another major step toward overhauling the country’s security architecture as the Senate and the House of Representatives begin harmonising their respective versions of the proposed State Police Bill.

The harmonisation process follows the passage of separate versions of the constitutional amendment by both chambers, paving the way for a unified legislative framework that could establish state police services across the federation. Although both versions share the common objective of decentralising policing, lawmakers are expected to reconcile differences relating to the composition, powers and operational responsibilities of the National Police Council and other institutional provisions.

 

A joint conference committee made up of members of the Senate and the House of Representatives will review the areas of disagreement before producing a harmonised version of the bill. Upon completion, the proposal will be transmitted to the 36 State Houses of Assembly, where it must secure the approval of at least two-thirds of the state legislatures before it can be forwarded to the President for assent, in line with constitutional amendment procedures.

 

The proposed legislation seeks to introduce a dual policing system that will empower individual states to establish and manage their own police services while retaining the Nigeria Police Force as the country’s federal law enforcement agency. Advocates of the reform believe state police will enhance intelligence gathering, improve community policing, accelerate responses to security threats and strengthen efforts to combat terrorism, kidnapping, banditry, armed robbery and other violent crimes.

 

The move comes amid increasing calls for comprehensive security reforms to address Nigeria’s evolving security challenges. Supporters argue that decentralised policing will enable state governments to respond more effectively to local security concerns while complementing the operations of federal security agencies.

 

Political analysts and security experts have described the harmonisation of the State Police Bill as a landmark development in Nigeria’s constitutional reform process. If eventually enacted, the legislation is expected to redefine policing in the country, improve public safety, strengthen internal security and usher in one of the most significant reforms of Nigeria’s democratic era.
