The Lagos State Government’s arrest of 911 street beggars during enforcement operations in June and July 2026 has brought renewed attention to the challenge of tackling street begging in Nigeria’s commercial capital, with questions emerging over whether enforcement alone can address the poverty and vulnerability keeping people on the streets.

The operations, conducted by the Lagos State Environmental Sanitation Corps, popularly known as Kick Against Indiscipline (KAI), and other enforcement agencies, resulted in the arrest of 515 people in June and another 396 in July. The figures highlight the scale of the government’s ongoing campaign to remove street begging from major roads, commercial centres and other public spaces across the state.

 

However, the continued presence of people begging around busy intersections and traffic corridors has raised a broader question about the effectiveness of repeated arrests without sustainable alternatives for those who depend on public donations for survival.

 

Lagos authorities say street begging presents challenges beyond environmental sanitation. Officials have cited concerns about road safety, public order and allegations that some individuals use children to solicit money from motorists. Residents have also complained about encounters in traffic that they consider intimidating or dangerous. These concerns have strengthened calls for effective enforcement and measures to protect vulnerable road users.

 

The state’s response is also moving towards a more comprehensive legal framework. In September 2026, the Lagos State House of Assembly considered the Street Begging and Street Urchins (Prohibition, Prevention and Rehabilitation) Bill, 2026. The proposed legislation seeks to strengthen restrictions on street begging while providing for rehabilitation and welfare support. The bill’s provisions and proposed penalties remain subject to the legislative process.

 

Yet the debate has exposed the difficulty of distinguishing organised exploitation from genuine hardship. People found begging may include individuals facing disability, homelessness, unemployment, family crises or other circumstances that limit their ability to earn a living. Treating every case solely as an enforcement matter risks overlooking the different needs and circumstances of those affected.

 

Stakeholders have therefore called for safeguards, particularly for children and people who require medical or social support. The Nigerian Bar Association’s Lagos Branch has supported efforts to address the problem while urging authorities to protect children and ensure that poverty, disability or homelessness does not automatically translate into criminal treatment.

 

The government has also reported rehabilitation and reintegration efforts, including vocational training, family reunification and referrals to relevant welfare services. Such interventions could provide a more lasting response if they are adequately funded, accessible to vulnerable people and supported by follow-up programmes that help beneficiaries secure livelihoods after leaving rehabilitation centres.

 

For Lagos, the challenge is to balance public safety and orderly streets with the need to protect human dignity. Residents have legitimate concerns about dangerous roadside encounters, while vulnerable people need practical routes out of street begging. Both concerns require a response that goes beyond temporary removal from public spaces.

 

Ultimately, the significance of the 911 arrests will depend not only on how many people are taken off the streets, but also on how many receive lasting support and avoid returning to begging. A sustainable strategy will require consistent enforcement, transparent reporting, child-protection safeguards, social welfare intervention and opportunities for skills development and employment. The real test of the Lagos street begging crackdown is whether it can produce safer public spaces without leaving the people affected by poverty with nowhere else to turn.
